Official KPI-based evaluation — Beautiful · Sustainable · Together (JRC139118)
The NEB Self-Assessment Tool is an official framework developed by the EU Joint Research Centre (JRC139118) to evaluate how well a neighbourhood, building, or place-based project aligns with the three core values of the New European Bauhaus — Sustainable, Beautiful, and Together.
It covers 21 Key Performance Indicators (KPIs) — 9 for Sustainability (S.1–S.9), 6 for Beauty (B.1–B.6), and 6 for Inclusiveness/Together (T.1–T.6) — each scored from 0 (not achieved) to 10 (exemplary). Per JRC139118, each pillar score maps to a NEB Ambition Level (I Basic · II Intermediate · III Transformative).
